Police Use Taser Gun On 15-Year-Old Autistic Teen

Portland police are under fire after using a Taser gun on an autistic 15-year-old boy.

Officers hit and used a Taser gun on Sir Millage after drivers reported seeing him walk through traffic without shoes or a shirt on the Broadway Bridge on Dec. 5.

Officers said they had no choice because the 260-pound 15-year-old would not answer their questions and came at them with a piece of metal.

“When he’s charging the officers, menacing the officers with a large pole and completely noncompliant with all the requests, then they have to take the next step, which is some kind of less lethal force,” said Sgt. Brian Schmautz of the Portland Police Bureau.

The first policeman reported cycling his Taser gun four times without effect. A second officer struck the boy six times with a collapsible baton when Millage refused to remain on the ground, according to authorities.

The teen’s great-grandmother and legal guardian, Mary Overstreet-Smith, said Millage suffers from severe autism.

“He’s also been diagnosed with bipolar, ADHD and childhood degenerative disease,” said Overstreet-Smith. “You shout at him, he closes down. He doesn’t understand verbal commands.”

Overstreet-Smith has filed an internal affairs complaint against the officers involved. Millage was treated at a local hospital and was released.

A police spokesman said there are other witnesses, and the commander is looking into the case.
