One Arrested During 'Last Thursday' Mob

Police have released more details on a confrontation between officers and an unruly crowd in northeast Portland on Thursday night.

Authorities said a crowd of 200 people got out of control during the monthly Last Thursday arts event on Northeast Alberta Street.

Officers said that around 10:45 p.m. people were seen blocking traffic near Northeast 24th Avenue, many of whom were intoxicated. Officers were told to return to Northeast Precinct and get helmets in case the crowd got out of control.

Police said two officers near the area of Northeast 18th Avenue and Alberta Street saw two men punching each other in the face. The officers pulled over to stop the fight and ended up using a Taser gun to detain and arrest a man, later identified as 22-year-old Ryan Hartman-Parsons.

Officers said that while they were struggling with the two men, a third man not involved in the fight attempted to get into the officers' patrol car.

One of the officers ran back to the patrol car and called for backup as the other officer placed his Taser gun on the ground so he could handcuff Hartman-Parsons.

According to police, the officer saw 30-year-old Joshua Hannum pick up the Taser gun. The officer, believing Hannum intended to use the Taser gun on him, drew his firearm and ordered Hannum to drop the Taser gun. Hannum complied.

Authorities said the crowd increased and began to throw bottles and scream at the officers.

Additional officers arrived at the scene a short time later and were able to break up the crowd. The officers were not injured.

Hartman-Parsons apparently had a tooth knocked out during his fight with the other man, but authorities said he was not injured by the Taser gun.

Hartman-Parsons received medical attention and was charged with one count of disorderly conduct and one count of interfering with a police officer.

Hannum told police that he heard a pop and thought someone had been shot. Hannum told police he picked up what he thought was a gun so that no one else would get shot. He said he realized he made a big mistake when the officer drew his gun. He was released and was not charged with a crime.

The individual who was getting into the patrol car ran off as the second officer approached his car and was not taken into custody.
