SILVERTON, Ore. -- A formerly missing brother and sister from Arizona were in protective custody Thursday after U.S. marshals in Oregon found them with a man they arrested on outstanding warrants. James Nelson Petty, 33, was arrested late Wednesday at an RV park in Silverton. Anthony and Brooklyn Vincent, both from Tucson, were listed as "endangered missing" on the National Center for Missing and Exploited Children Web site. They had last been seen July 29 in Elko, Nev.Authorities said Petty took the two children from their mother in Tucson, Ariz., last summer. They said the woman had psychological problems and agreed to it, but Petty wasn't supposed to take the children across state lines. At some point, Petty met up with a woman and four more children, authorities said. With his girlfriend and a total of six children in tow, Petty scammed businesses out of money, cars and an RV, according to U.S. Marshals.Neighbors said Petty used a different name and claimed he worked for the Clackamas County School District. Petty was held in the Marion County Jail on five outstanding warrants out of as many states: counterfeiting in California, grand theft in Tennessee, check fraud in Alabama, fraud in Arizona, and assorted fraud and theft charges in Nevada.
