Police: Road Rage Strands Biker On Speeding Car's Hood

A suspected road-rage incident ended with a bicyclist clinging to the windshield wipers of a speeding car Sunday night, police said.

Officers arrested James Millican on charges of attempted assault, driving under the influence, criminal mischief and reckless driving involving an incident in southeast Portland.

Police said 37-year-old Jason Rehnberg had been riding his bike near Southeast 58th Avenue and Washington Street when he yelled at Millican, who was driving a Ford Escort, telling him to slow down.

Officers said Millican took offense to the comments, stopped his car and began to chase Rehnberg.

Rehnberg, who admitted his remarks included profanity, told police that he rode his bicycle into a neighborhood to try to get away, and when he thought Millican had left, he rode back out onto 58th Avenue.

That's when he encountered Millican again, police said. Millican is accused of backing up his car in an attempt to hit Rehnberg, who jumped off his bike just before it was hit.

Rehnberg and two other witnesses then stood in front of Millican's car; they said they wanted to get the number of his license plate.

Millican is accused of driving toward the three people, two of whom were able to get out of the way. Police said Rehnberg ended up on the hood of the car and hung on to the windshield wipers while Millican drove.

Police said he sped away on 58th Avenue and then slowed down enough for Rehnberg to get off the car near 60th Avenue.

Officers responded and arrested Millican just after 7 p.m.

Police said a witness videotaped the victim as he rode on the suspect's hood, but that tape has been seized as evidence.

The incident was yet another clash between a driver and a bicyclist on Portland roads. Last week, police said a man in his car was attacked by a bicyclist accused of being drunk.
