Gillmore 'Remains Dangerous,' Board Says

A board denied a parole request Wednesday for a man known as the "jogger rapist."

Richard Gillmore was convicted of raping a 13-year-old girl in 1986. He has admitted to raping seven women in the late 1970s and early 1980s and stalking them as he ran in southeast Portland.

On Wednesday, the Oregon Board Of Parole and Post-Prison Supervision ruled that Gillmore remains dangerous. Board members said they were unable to find that he can be controlled in the community with supervision and treatment.

The ruling is a reverse of a decision made in November 2007, when a parole board approved Gillmore's early release after he had served 21 years of a 30-to-70-year prison sentence.

One of Gillmore's victims spoke out and warned the public after that decision. A judge later ruled that the parole board must reconsider Gillmore's case, partly because the victim wasn't properly notified about his potential release.

This week's decision was then delayed because of an investigation into allegations he made threats about a witness, but charges related to the threats were dropped.

Gillmore will be eligible for a parole consideration hearing again in June 2010.
