PORTLAND, Ore. -- Police surrounded a man holed up inside a home in north Portland on Tuesday after responding to a report of a domestic dispute.Police arrested Manuel Jesus Uc-Aban, 26, on charges of assault, burglary, strangulation, coercion and reckless endangering at 8:40 a.m.The incident began just after 4 a.m. when a woman fled from a home in the 9600 block of North Adriatic and called police, Portland Police Sgt. Brian Schmautz said.The woman told officers that Uc-Aban tried to strangle her and bite off the finger of someone who was trying to help her, Schmautz said.
Officers were first dispatched to the area near Cecelia Street and Portsmouth Avenue at 7:35 a.m. A Special Emergency Response Team (SERT) was called in to help deal with the situation because of Uc-Aban's history, Schmautz said.The home was evacuated and Uc-Aban surrendered a short time later, Schmautz said.No schools entered lockdown, but school officials were aware of the police activity.
