Police Say Man Previously Convicted Of Rape

Police arrested a man Thursday who they said grabbed women on the buttocks while riding by them on a bicycle.

Salem officers had been looking for the man since Tuesday when they received reports that someone on a bike had groped two women and unsuccessfully tried to grab a 9-year-old girl, Lt. Dave Okada said.

After a cell phone picture of the man aired on FOX 12 and several other news stations, Salem police began receiving calls from people who said they recognized the man in the photo, Okada said.

Officers responded to a tip and arrested Thomas Clowdus, 24, of Salem, on charges of attempted sexual abuse, two counts of sexual abuse and parole violation.

Okada said Clowdus is currently under the supervision of the Oregon Youth Authority for Rape and is a registered sex offender.
