PORTLAND, Ore. -- A southeast Portland woman said her neighbor's dogs broke through a fence and mauled her puppy.

Kandi Ballew said her 5-pound mini Pomeranian, Rocky, was playing in her back yard Sunday afternoon when the incident occurred. Ballew said her neighbor's two Collie Shepherd dogs attacked and killed Rocky.

"I haven't been able to sleep good at night because I have nightmares about him and what he suffered through before he died," Ballew said. "It's been devastating to my family."

Officers from Multnomah County Animal Services took the two dogs to the animal control shelter in Troutdale. They cited the owner, Charley Carroll, for having level four dogs -- a classification used if a dog kills another animal.

"No matter what we do, it's never going to replace that dog," Carroll said. "We can get her a new one, but it's not going to take care of Rocky."

Carroll said he plans to install a chain link fence between the two yards so he can have his dogs back from the county shelter.
