Oregon State Police arrested an 89-year-old man Tuesday night after a fatal head-on collision on Highway 26 northwest of Vale, police said.

Warren Edwards, of Vale, faces charges of manslaughter and DUII, said Lt. Gregg Hastings of the Oregon State Police in a news release Wednesday.

Sixty-year-old David Messer, of Brogan, was stopped on the shoulder of Highway 26 in his 1988 Ford pickup at about 8:10 p.m., said Oregon State Patrol Lt. Richard Pileggi. Messer had his hazard lights on and was stopped near milepost 259, Pileggi said.

Edwards collided into the front of Messer's pickup while driving eastbound in a 1990 Ford pickup, Pileggi said.

Messer was pronounced dead at the scene, Hastings said.

Edwards refused medical treatment and was arrested, Hastings said. He was held in the Malheur County Jail.

The investigation is ongoing, Hastings said.
