Woman killed in hit and run; suspected driver found naked

A 47-year-old woman died Sunday after being hit by a vehicle in Northwest Portland, deputies said.

Sgt. David Thompson, spokesperson for the Washington County Sheriff's Office, said Cynthia Barton Rabe was out for a jog around 9:45 a.m. when she was hit by a silver Nissan Cube.

The crash happened near the intersection of NW Thompson Road and NW Circle A Drive, Thompson said. Investigators said the driver, Corey S. Jensen, hit Rabe and then high-centered the vehicle on a boulder.

Thompson said the vehicle came to a stop perpendicular to the road. The vehicle stalled, Thompson said, and the driver exited the vehicle fully clothed.

Witnesses tell FOX 12 they could hear a loud crash from their homes.

"It just sounded like a big thud," said Sarah Raman.

Raman said she and her friends were in their garden and raced outside.

"We could see the woman face down," Raman said.

Deputies said Rabe was bleeding from her head and was found unconscious. Raman, who is a doctor, started treating the woman along with Evelyn Hinds, who was on her way to church when the crash happened.

As the two women were helping the victim, deputies say Jensen got out of the vehicle and ran away from the scene.

"He was running around in circles, back and forth," Hinds said.

Deputies say Jensen ran up to a red four-door sedan, jumped on the hood and then head-butted the windshield.

"The guy was acting really funny or really crazy," said Raman Srinivasan, who saw the man running around.

Investigators said Jensen pulled off all of his clothes and was naked when they found him.

Thompson said Jensen was combative and deputies used a Taser on him to take him into custody.

Jensen was taken to Emanuel hospital, but was not injured as a result of the Taser, Thompson said.

Neighbors said they thought, based on his behavior, that Jensen had to be under the influence of drugs or alcohol.

"He seemed really messed up when I saw him," said Hinds.

A hospital spokesperson declined to comment on Jensen's condition.

Thompson said Jensen had been attending the "Re:Generation Festival" in rural Washington County. He said it is a four-day music event where people are allowed to camp on the property.  Thompson said Jensen reportedly consumed illicit drugs while at the festival, and at some point last night, he stole the vehicle from an acquaintance also  attending the festival.

The investigation is still underway and charges including Manslaughter are forthcoming, Thompson said.
