PORTLAND, OR (KPTV) -
Police say a man who was shot by officers and later found dead on top of a downtown parking garage had a fake gun.
Portland officers responded to the garage at Southwest Third Avenue and Alder Street at around 3:15 a.m. Wednesday after getting a report of a man who said he committed a robbery and was going to jump from the roof of the parking garage.
Officers went to the garage as dispatchers continued talking with the man, who mentioned shooting someone, according to officers. When asked if he had a gun, the man replied, "possibly" and was talking about "suicide by cop," police say.
Officers called for a crisis negotiation team and medical personnel responded, in case the man jumped. Nearby streets were also cleared.
At about 4 a.m., officers saw the man reach into a pocket and pull out what they described as a handgun, according to authorities. He then pointed it at the officer and sergeant talking with him, according to the bureau.
Police say both the sergeant and officer opened fire at the man and he dropped out of sight. At the time of the shooting, the man was on top of an elevated roof on the southwest corner of the parking structure -- an area surrounded by a low wall preventing a full view of the rooftop.
A bullet was later found in an office on the 14th floor of a building at 888 SW Fifth Ave. and another in a crosswalk at Southwest Fifth Avenue and Yamhill Street.
Not knowing if the man was hit by the gunfire or if he was hiding behind the wall, a Special Emergency Reaction Team, the police bureau's version of SWAT, was called. Officers later found the man's body on top of an elevator shaft near the roof of the parking garage.
He had been holding a fake handgun, police say.
The man has been identified as 21-year-old Brad Lee Morgan, of Portland. Police haven't substantiated the man's claim that he committed a robbery.
Both officers involved in the shooting have been placed on paid leave, which is standard policy.
Mayor Sam Adams said he was briefed on the preliminary shooting details and is awaiting more information.
"There is more work to be done on the investigation into the circumstances and details of this incident, including a grand jury proceeding," Adams said in a statement. "As the police bureau does with any investigation, we will look for opportunities to learn from this incident."
Due to the police activity, streets surrounding the parking garage were closed for hours Wednesday morning.
MAX service was also disrupted in downtown Portland. Shuttle buses were used to service light rail stops between the Rose Quarter Transit Center and the JELD-WEN Field MAX station.
