Marion County deputy arrested, accused of sex with inmate

Salem police arrested a Marion County Sheriff's deputy Monday night on charges of sex abuse and custodial sexual misconduct.

Deputy Mark Samuels, 54, faces 14 counts related to a sexual relationship with a female inmate of the Marion County Jail.

Marion County Sheriff's officials were alerted about the allegations in December 2011. That's when Sheriff Jason Myers asked the Washington County Sheriff's office to conduct an independent investigation into Samuels.

Washington County investigators then looked into allegations that Samuels had inappropriate contact with a female inmate in the Marion County Jail.

Meanwhile, Marion County placed Samuels, who has been employed by the Marion County Sheriff's Office since January 2007 on administrative leave.

Salem Police arrested Samuels at about 8 p.m. Monday night at his Salem home.

He was booked into the Linn County Jail to prevent him from coming into contact with any inmates he previously supervised. He's being held on $25,000 bail.

He faces 14 counts: seven counts of sex abuse and seven counts of custodial sexual misconduct. He's due in a Marion County court at 3 p.m. Tuesday.

Deputies have not released the name of the female inmate involved in the case.

Samuels worked in the Institutions Division and served in the Jail Work Center. He also worked for the Oregon Department of Corrections before Marion County.

Sheriff Jason Myers issued a statement to media after Samuels' arrest.

"Our Office is entrusted with the supervision and protection of all inmates housed in our Jail and Work Release center. We are expected to maintain the highest level of integrity and accountability in our dealings with inmates. We take allegations of misconduct very seriously, and we do not condone inappropriate or criminal behavior. Upon being made aware of this matter, I requested a full investigation. We will be reviewing our processes and policies dealing with the oversight and supervision of offenders in the Work Center. This case is now in the hands of the criminal courts."

Marion County deputies are continuing their investigation into Samuels' alleged conduct.
