Kitzhaber releases 10-year energy plan

Gov. John Kitzhaber has put together his strategy for weaning Oregon off of fossil fuels and increasing the use of renewable energy.

The draft plan released Tuesday calls for improving energy efficiency and conservation, making it easier to build renewable energy facilities, and speeding up the switch to alternative fuel vehicles.

The plan would cover the entire increase in energy use over the next 10 years by improving energy efficiency. To help reach the goal, the state would retrofit up to 4 million square feet of state office buildings with energy efficient technology.

The plan also calls for upgrading the power grid and making it easier for clean-energy developers to get financial backing and permits for new projects.

Kitzhaber says the plan would make Oregon more competitive economically.
