Police are investigating a homicide at the Tualatin Meadows Apartments at 18755 Southwest 90th Ave.
Police were originally called to the location just after 5 a.m. today on a report of a disturbance, and were flagged in to the crime scene when they arrived.
"I was kind of watching TV and then I heard her scream really loud," said neighbor Sierra Paet. "Me and my mom heard it and thought it was just a little kid so we ignored it."
The body of Kiorinta Edmond, 31, was found in a yard outside of an apartment building.
While police were checking on the woman, a man approached them. He was armed with two knives.
After a brief exchange, officers took the man into custody who was later identified as Lujar Philippo, 44, of Tualatin.
"It's not a comforting feeling knowing somebody got killed right near my apartments," said Yana Snyder, who lives in a nearby apartment complex.
Investigators said Edmond and Philippo had lived together in an apartment at the complex.
Police had responded to Edmond's apartment around midnight to investigate a hit-and-run crash that Philippo was believed to have been involved in. Edmond allowed police into the apartment to look for Philippo but he was not located.
At that time officers were not aware of any problems or issues between the couple.
Philippo is now charged with murder and assault in the first degree.
"It's a darn shame because they had kids I guess," said neighbor Nikki Aspra. "They both of their parents in one day."
According to court records, Philippo was recently arrested in Marion County on DUII charges.
