BEAVERTON, OR (KPTV) -
Beaverton police arrested a man on sex abuse, harassment and public indecency charges for a disturbing incident at an apartment complex pool Thursday.
Officers said David Dowling, 60, was reported to be following children around the pool at the Fountain Park Apartments on Southwest 142nd Avenue.
Eventually, the complainant said, all the children left the pool because Dowling kept following them. After the children got out, Dowling also left the pool, and when he did, his shorts fell to his ankles, exposing himself to everyone on the pool deck.
Police said Dowling then went to the men's changing area at the pool and left the door open.
A witness who entered the bathroom a short time later saw Dowling masturbating in the shower in plain view, according to Beaverton police.
Two girls, ages 9 and 11, told police that Dowling had inappropriately touched one of them and exposed his penis to the other while they were in the pool area.
Dowling was arrested and booked into the Washington County Jail.
