Charges dropped against man accused of exposing himself

BEAVERTON, OR (KPTV) -

Charges have been dropped against the man accused of exposing himself to children at an apartment complex pool.

Beaverton police arrested David Ray Dowling on July 5 at the Fountain Park Apartments, after reports of him following children around the pool area and masturbating in public. After hearing witness testimony before a Grand Jury, the District Attorney decided there was not enough evidence to prove that Dowling had committed any crimes, and the case against him was dismissed.
