TROUTDALE, OR (KPTV) -
Four people were arrested on animal abuse charges in May, after police said they dragged a dog alongside a moving car.
And now they have all been cleared of any wrongdoing.
A judge found Allen Cook and Nicholas Falkenhagen not guilty in court Thursday.
The cases against Launa Dickerson and Justin Rinde were dismissed in June.
They were all arrested on May 21 at the Travel Centers of America truck stop on Frontage Road in Troutdale.
Several customers called 911 to report a dog tied to the passenger side of a car, being dragged 600 feet through the parking lot.
The dog, "Rhino," was bleeding heavily from his paws when officers arrived.
Rhino is part pit bull and was purchased by the owner from Craigslist two weeks before the arrests.
The dog lost most of its foot pads and nails during the incident.
All four people were in the car when police arrived. They told investigators they had forgotten about the dog being tied up before they drove away.
Investigators said it appeared they were all living out of the car.
A judge ruled that he was unable to determine the state of mind of the suspects when the dragging occurred, so there was no proof they acted recklessly or with the intent to do harm in this case.
Prosecutors added there are no criminal negligence laws pertaining to animals on the books in Oregon.
When their 1992 Jeep Cherokee was impounded, police also found a rabbit, two cats and a snake inside.
All the animals were taken into custody by animal control.
