
The second of two measures to authorize Oregon's first nontribal casino has qualified for the November ballot.
The Secretary of State's Office said Friday that the proponents turned in enough valid signatures from Oregon voters.
The measure is a companion to a separate initiative that was certified for the ballot last week.
Taken together, the two measures would allow two Lake Oswego businessmen and a Canadian investment firm to build a private casino outside Portland.
Currently, casinos can only be operated by American Indian tribes.
Proponents say the casino would create jobs and generate revenue for schools, but critics say it would take gambling dollars from tribal casinos and the Oregon Lottery.
