Portland police released a photo showing the teen suspect holding a gun.

Portland police officers were justified in shooting a teen in the leg after a traffic stop last month.
The Multnomah County grand jury returned a "Not True Bill" on Monday, finding the use of deadly physical force by police justified under criminal law in this case.
Juwan Blackmon, 17, is facing charges of unlawful possession of a firearm.
Police said he ran from a traffic stop after being spotted with a handgun at Southeast 153rd and Division.
A veteran officer shot the teen with one beanbag round. Another officer fired one bullet, according to police.
It hit the suspect's right leg.
Police said Blackmon was armed with two guns. They were later found in the front yard of a home near the scene.
Blackmon admitted he was trying to pull a gun from his waistband after running from police, according to investigators.
He declined an invitation to testify before the grand jury.
