Oregon State Police said they found two pounds of heroin during a traffic stop on Interstate 5.
It happened at 7 a.m. Sept. 1 just north of Canyonville in Douglas County.
A trooper stopped a 2004 Chevrolet Impala with Washington plates for a speed violation.
Two people inside the car were identified as the driver Victor Alcazar, 18, and Armando Valencia, 18, both from Vancouver, WA.
A drug detection canine led to the discovery of two pounds of heroin concealed in the car's trunk, according to Oregon State Police.
Investigators said the drugs have an estimated value of $70,000.
Both men were taken into custody on charges of unlawful possession and distribution of heroin. They were cited and released to appear at a future date in Douglas County Circuit Court.
The investigation led detectives to Newberg the following day, where Enrique Sanchez, 31, of Vancouver, WA was arrested.
He was wanted for an outstanding failure to appear warrant stemming from DUII and resisting arrest charges, according to police.
