SALEM, OR (KPTV) -
A trailer's brakes malfunctioned causing a crash on Interstate 5 that blocked traffic for two hours Thursday near Salem.
It happened at 10:50 a.m. A recreational travel trailer being pulled by a 1973 Ford pickup began swaying back and forth before flipping over.
James Carter, 47, was driving the truck and was cited for not having an operator's license and driving while uninsured.
He was not hurt.
