Cornelius police chief under investigation, placed on paid leave

Cornelius Police Chief Paul Rubenstein has been placed on paid administrative leave, city officials confirmed to FOX 12 on Friday.

An internal investigation is under way into recent complaints made against Rubenstein.

City officials said they expect the internal investigation to last several weeks. In the meantime, Assistant Chief Joe Noffsinger will lead the police department, and an interim police chief will be named Tuesday.

The complaints against Rubenstein were detailed in 19 pages worth of letters sent from four officers, who allege there has been corruption inside the Cornelius Police Department. They also wrote that Rubenstein and Noffsinger "created a hostile and adversarial work environment," citing a number of incidents in recent years.

City Manager Rob Drake said in a statement that the city's leadership will "work closely with the police department to ensure that the department receives all of the support it needs during this time period."
