On Monday, deputies said a woman called 911 and said she was Susan Seale of Clackamas County.
She reported being homeless and explained that her campsite was surrounded by rising water.
Her dog was also with her.
The campsite was in the Three Creeks natural area, near Southeast 82nd Avenue and Southeast Sunnybrook Boulevard.
Seale said the area was normally dry, but the rains had made the creeks in the area flood.
Search and Rescue and Water Rescue deputies from the Clackamas County Sheriff's Office and personnel Clackamas County Fire District No. 1 heard her screaming and found her.
Rescuers worked together to bring a small boat to the spot to rescue Seale and her dog.
Seale did not want to go to a hospital.
Police said she called a friend to come pick her up.
