Charges dropped in luggage theft case pending further review

The charges have been dropped against two people accused of stealing bags at the Portland International Airport.

The suspects are not necessarily off the hook, however.

The district attorney's office issued a no complaint order in the case against Brian and Nancy Mottaz just prior to their scheduled arraignments in court.

The district attorney's office said they did not have all the police reports in time to review and make final charge considerations. So, once the reports have been submitted and reviewed, the evidence will be presented to a grand jury for indictment consideration.

They were among four adults arrested in the case. Joshua Ryan and Amanda Grogan are still set to be arraigned Tuesday afternoon.

Police said the four adults were caught using two boys to help them steal luggage from the baggage claim area.
