Standoff in SE Portland ends peacefully; man arrested

A man is in custody after a standoff at a home in the area of Southeast 61st Avenue and Foster Road.

Portland police were called out to the area just after 5 p.m. Wednesday after getting reports of an armed individual inside a home who had assaulted someone. 

Police activated SERT and responded to the home where they tried to contact the man.

In the process, police shut down Southeast Holgate and part of Southeast Foster as the man barricaded himself inside the house with a woman in her 60s and two younger people, police said.

A man who identified himself as the boyfriend of a woman inside the house told FOX 12 she lives there with her mother and teenage son. He said the older woman's husband snapped during an argument and hit his girlfriend.

"He's in there flipping out," said the man, who only identified himself as Raymond. "It started last night. He pushed down the book case. He's a big guy. He's about 6'5''. He said it's going to get bloody. He said it last night."

Officers outside the residence say they could hear the suspect yelling, "I'm going to kill you," that he was "going to find you wherever you are and kill you" and that he was going to "shoot it out" with the police.

Police said the two younger people managed to climb out of a basement window, but the older woman was trapped inside. She contacted police on a cell phone as she hid in a crawl space in the basement.

The woman told police she heard the man threatening to kill her if he found her. At that point, officers used flash grenades and stormed the house.

Police arrested the man, who they said was not armed, without anyone getting hurt.

The suspect was identified as Thomas Stephen Elia and he was charged with fourth-degree assault and menacing.

Elia will be arraigned on Thursday in Multnomah County Court.
