The Portland Police Bureau put out a release on a planned rally and march planned Thursday in downtown Portland.
Police said the march is set to begin at 3 p.m. at Director Park at Southwest 9th and Taylor, followed by a march through downtown streets.
It is called the "F14 One Billion Rising Global Day of Action."
Police said they have been in communication with event organizers who are refusing to obtain a permit for the march. Officers said organizers have stated they may share the route, but not until right before the event begins.
Police said the organizers have also expressed they will not comply with requests to remain on the sidewalks or stop for traffic signals.
Police said "free speech events" do not need a permit, but marches or demonstrations on public streets that restrict movement of other community members do require a permit issued by the city of Portland.
The Portland Police Bureau said officers will exercise discretion throughout the event in hopes it will be law-abiding and peaceful. Police believe it may last for an hour.
