Police arrest driver months after crash kills Woodland teen

A 20-year-old man from Battle Ground has been arrested on a charge of vehicular homicide in the November death of a 17-year-old girl from Woodland.

State troopers said Ryan Matison ran a stop sign and crashed into a pickup truck. His car was traveling at a speed of about 60 mph at the time of impact.

The crash killed Samantha Effingham, who was wearing a seatbelt at the time of the wreck.

Police said Matison's reckless driving was the main cause of Effingham's death, and as a result, detectives booked him into the Clark County Jail on Friday morning.

Troopers said they used mathematical calculations based on evidence at the scene and evidence obtained from the vehicles involved in order to put Matison's speed at 60 mph.

In a vigil in November, friends remembered Effingham as an unforgettable girl who had lived a full and meaningful life.
