Police: Shotgun-wielding man shot by police in parking garage

Portland police said a man with a shotgun fired multiple shots at police officers at a parking garage near the Lloyd Center mall on Monday night.

Two officers in separate cars drove up to the top level of the parking garage at Northeast 7th Avenue and Lloyd Boulevard at about 10:45 p.m. Monday.

The officers were immediately confronted by 32-year-old Santiago Cisneros III, who was armed with a shotgun, police said, and shots were fired seconds later.

Police said Cisneros fired multiple shots and the two officers returned fire, striking Cisneros and knocking him to the ground, according to the police bureau.

Cover officers and a sergeant soon arrived at the scene of the shooting, and they came up with a plan to safely approach Cisneros. Officers used a shield to approach Cisneros, who was still on the ground, but moving, next to his shotgun.

They took Cisneros into custody, and paramedics immediately took the suspect to a Portland hospital, where he died, police said.

The two officers weren't hit by the gunfire. Their names haven't been released, but one is a 10-year veteran with the police force and the other is a 4-year veteran. They'll be on paid administrative leave while the shooting is investigated.
