Clark County deputies arrested a driver who crashed into a tree off Rawson Road on Tuesday morning.

A 911 caller who lives nearby reported the crash in the 26400 block of Rawson Road just after 6 a.m.

When deputies arrived at the crash scene, they found a passenger inside the car had died, but there was no sign of the driver.

Deputies started to search for the driver, and within an hour, they took someone into custody near Larch Mountain.

Deputies said he had obvious injuries, but he was transported to Peacehealth Southwest Washington Medical Center for a medical evaluation.

Investigators later identified him as Yuri Tasmaly, 18, of Vancouver. Traffic homicide investigators said excessive speed and operator impairment were primary factors in the crash.

Tasmaly is charged with felony hit-and-run, vehicular homicide, vehicle theft, and additional charges including DUII and driving while suspended were referred to the Clark County prosecutor's office.

The passenger who was killed is Mikhail Golovach, 18, of Vancouver, according to investigators.
