SALEM, OR (KPTV) -

Local counselors and therapists have been disciplined by the state for infractions including inappropriate relationships with clients and practicing without a license.

The Oregon Board of Licensed Professional Counselors and Therapists announced punishments for four people Tuesday, saying they must meet stringent requirements for education, experience and competency, while also abiding by a code of ethics.

Heidi Baldwin, of Portland, a registered intern pursuing a license as a professional counselor, had her internship revoked for having an intimate relationship with a former client, according to investigators.

Clayton Mathewson, of Portland, was fined $2,500 for practicing counseling without a license, according to the board.

James Mills, of Stayton, had his license as a marriage and family therapist revoked after the board's investigators said he viewed pornographic material on his computer while teaching a class to his coworkers.

Travis Waits, of Tualatin, surrendered his professional counselor and marriage and family therapist licenses in response to allegations of having a sexual relationship with a former client. He was also accused of disclosing confidential information about one client to another, failing to safeguard electronic client information, abusing alcohol and providing services beyond his field of expertise.

The state board investigates all complaints against licensees. Board members said the vast majority of counselors and therapists in Oregon are honest and caring people but if anyone has questions or suspects inappropriate behavior, contact the board at www.oregon.gov/oblpct.
