Officers involved in deadly Kelso shooting identified

Investigators have identified the law enforcement officers involved in shooting and killing a wanted man in Kelso.

Investigators said Jesse McMillan opened fire at Kelso Officer Ralph Hines, 40, and Cowlitz County Deputy Danny O'Neil, 63, on March 2. They shot back, hitting McMillan in the chest and abdomen and killing him.

Hines was shot in the leg. He was treated and released from the hospital. The officer and the deputy are on paid administrative leave, which is routine for officers involved in shootings.

The situation began when officers attempted to arrest McMillan, 26, after he crashed into two parked cars in Kelso.

Police said he had a warrant out for his arrest in a robbery case and took off from the scene.

Officers tracked him to his mother's home on Northwest Fifth Avenue in Kelso. They attempted to talk him out of the home, but he refused to come out.

Police evacuated McMillan's mother, who was in a wheelchair.

Later, investigators said McMillan burst out of the bedroom where he had barricaded himself and ran to the front door, shooting at the officer and deputy on the front porch.

Hines has been a Kelso police officer for nine years. O'Neill has been a deputy sheriff for seven years, after previously serving 34 years as a Washington State Patrol trooper.

Friends of McMillan said he was a local mixed martial arts fighter who recently got married.
