Police: Not the first outburst for man accused of hitting boy

A Gresham man accused of slapping a 10-year-old boy and pulling him by the hair back to his parents' house has been in trouble with the law before.

Neighbors on Northeast 184rd Avenue say the latest incident is nothing new when it comes to Jayme Leon, 51.

In September 2012, Fox 12 reported a dispute over onions on a hamburger at McDonald's led to Leon throwing a soda in the face of an employee. He was also accused of picking up a cash register and slamming it on the counter.

Gresham police arrested him on charges including disorderly conduct and harassment, but those charges were eventually dropped.

He was arrested again Saturday. Police said he became angry with kids who were playing football too close to his property.

Investigators said he chased after them and struck one of the boys, before dragging him by his hair for several blocks back to his home.

Gresham police said it happened on April 13, but they were not able to contact and arrest him until April 20.

He is charged with fourth-degree assault and harassment. He is now out of jail and back home, which is causing some people living nearby to come forward about what's been happening in their neighborhood.

Neighbors say from the moment Leon moved to his home on NE 183rd, they've been harassed, threatened and, in some cases, hit by the man.

"I feel like my kids need to be watched over constantly, that he's not stable" said neighbor Staci Young.

Young says even though she's scared, she wants to take a stand.

"You know, this has gone on long enough," she said. "What he's doing is a felony. It needs to be taken care of so we can be safe."

While a Fox 12 crew was in the neighborhood, Leon got in his car and drove away, nearly crashing into an oncoming truck. He then circled the block twice.

According to court records, Leon has been arrested dozens of times. In many of those cases, like the situation at McDonald's last September, the charges were dropped.

Court documents show he has been convicted of stalking and had a restraining order filed against him involving allegations of elder abuse.

He's due back in court May 31 on his latest charges.
