New details emerge about officer-involved shooting in Warren

The Columbia County Sheriff's Office has identified the person who was shot by Oregon State Police following a chase in an unincorporated area of Warren on Friday evening.

An initial police report stated that the suspect was a female, but later the information was corrected to say that it was actually a man who was shot and killed by police.

Josiah Fischer, 27, of St. Helens, died at the scene on Hazen Road where it intersects with Stone Road.  

According to the Columbia County Sheriff's Office, the pursuit began at 6:38 p.m. on Highway 30 westbound between Scappoose and St. Helens. Specific details about how or why the chase began have not been released.

Police said Fischer fled from police at high speeds in a black, four-door Mitsubishi sedan. OSP followed him off the highway and onto rural roads. Police said Fischer wound up on Hazen Road, where he crashed into a ditch.

Then, at 6:44 p.m., Columbia County 911 dispatchers were notified that shots had been fired at the scene. Details as to what let up to the shooting have not been released.

Oregon State Police have identified the troopers as Robin May and Justin Oxenrider, both assigned to the St. Helens office. The troopers involved have been placed on paid administrative leave, pending a review of the shooting through the Columbia County District Attorney's Office.

The Columbia County Major Crimes Team was activated to assist with the investigation into the use of deadly force. Agencies participating on the Major Crime Team activation included the Columbia County Sheriff's Office, Scappoose Police, St. Helens Police, Vernonia Police and OSP, as well as the Oregon State Police Crime Lab.

An autopsy on Fischer was scheduled to take place Saturday at the state medical examiner's office in Clackamas.
