Deputies: Milwaukie man lured, handcuffed and sexually abused girls

A 24-year-old man is accused of luring underage girls back to his Milwaukie apartment and sexually abusing them.

The Clackamas County Sheriff's Office Child Abuse Team arrested Brandon James Tuesday on various charges including kidnapping, sex abuse and possession of child pornography.

Investigators say they were tipped off to the alleged abuse after one of the teens came forward in recent weeks. 

So far, they believe he's abused at least three different 13-year-old girls. 

Deputies say James approached the teens on Spring Water Trail in Milwaukie and reportedly told them he was throwing a party back at his apartment on 10303 SE Bell Road.

Once the teens were in his apartment, deputies say he gave the victims alcohol and marijuana, before handcuffing them and abusing them.

"For someone to be held against their will locked up handcuffed, this guy deserves to go away and not come home," said neighbor Micaela White. 

Deputies said he is also known to have been a babysitter for other children in the area.

"It's very concerning," said neighbor Angela Clark.  

"I'm concerned that my six-year-old  knew the guy's name, and then I started thinking about it, and he looked familiar,  because he hung out with kids upstairs from my apartment." 

The Child Abuse Team is asking for the public's help in providing information about James or any other potential victims.
