A man who watched the news reports about the deaths of two girls hit and killed playing in leaves in Forest Grove called police after realizing he had likely seen the suspects immediately after the crash.
Abigail Robinson, 11, and her stepsister Anna Dieter-Eckerdt, 6, were hit on the 1700 block of Main Street just before 8:30 p.m. Oct. 20. The 6-year-old was pronounced dead at the scene. Her older sister was rushed to the hospital and died the following night.
A neighbor called police and met with officers the next morning. Investigators said he provided information that helped lead to the suspects in this case, Cinthya Garcia-Cisneros, 18, and her boyfriend Mario Echeverria, 18.
The neighbor told detectives he was in his garage and looked outside and saw a man walking around an SUV with a flashlight, according to court documents. He said it appeared the man was inspecting the vehicle.
The neighbor also told police he saw a young woman crying. He told police he clearly overheard the woman ask the man inspecting the SUV, "Is there any blood?"
The neighbor said he had only lived at that location for a few weeks and did not know the suspects. He said he had seen the SUV parked in the area three or four times, but didn't know who owned it.
Police said the 2001 Nissan Pathfinder belonged to Echeverria's mother.
Investigators received property management information from the witness, which was used to contact the suspects.
Court documents state Echeverria originally claimed to be the only person driving the SUV the night of Oct. 20. After several minutes, he admitted Garcia-Cisneros was the driver.
Garcia-Cisneros then initially denied it to police, according to court documents, before finally admitting she had hit the pile of leaves. Both suspects admitted hearing a "thud" or a "bump" when they hit the leaves.
Her 17-year-old brother was also in the car at the time. He went back to the crash scene, learned children had been hurt and returned to tell his sister. Garcia-Cisneros told detectives she did not contact police, "because she was fearful," according to court documents.
Her home is just a few blocks from the crash scene.
Echeverria told police he took the SUV to a Hillsboro car wash the day after the crash to try and protect his girlfriend, according to police.
Garcia-Cisneros is charged with hit-and-run involving an injured person. Because of an Immigrations and Custom Enforcement hold, she is not eligible for bail.
Echeverria is charged with hindering prosecution and tampering with physical evidence. He was released after posting bail.
Both suspects pleaded not guilty and are due back in court this month.
