Man accused of groping women at apartment tours arrested again

A man accused of expressing interest in local apartments, only to allegedly grope the women who provide him a tour of available rentals, has been arrested for the second time this week.

Ian Billow, 28, was previously arrested Sunday and charged with third-degree sex abuse and harassment. He was released from custody Tuesday night and arrested again Wednesday morning.

Tualatin police said they learned of three additional victims stemming from incidents at apartment complexes in Tualatin and Tigard, dating from this past summer until recently.

Washington County deputies outlined the initial case against Billow. They said he inappropriately touched two different female employees at an apartment complex at 17000 S.W. Pacific Hwy. on Nov. 3 and Nov. 8.

The first time, investigators said, he claimed to be looking to rent an apartment. Deputies said when he got on a golf cart for a tour, he placed his hand on the seat before the victim sat down. She sat on his hand but said he apologized and claimed it was an accident.

On the second occasion, he is accused of pretending to trip as he walked up stair, falling face first into a female worker's back side and lingering there for a few seconds.

The two employees exchanged stories and realized it was the same man. On Sunday, detectives said he returned and asked for another tour. He was told to leave and the workers called authorities.

He was arrested after police then received a report of a man at Atfalati Park who attempted to grab the buttocks of a woman who was jogging, deputies said. Investigators determined Billow was the suspect in each case.

He was released on a court order from the Washington County Jail Tuesday night before being booked again Wednesday. Billow is now facing three more counts of third-degree sex abuse and harassment.
