Arrest: Deputies catch man accused of exposing himself at Target

HAZEL DELL, WA (KPTV) -

Deputies have arrested a man accused of exposing himself to a woman and an 8-year-old girl in a local Target store.

Clark County deputies responded to the store at 8801 NE Hazel Dell Ave. at 3:42 p.m. Tuesday. Witnesses said the man, wearing a black jacket, striped beanie and sunglasses, stood at the end of an aisle and exposed himself to the victim.

As he left the store, he did it again to another woman, according to investigators.

The man was caught by surveillance cameras, and deputies released an image of the suspect in hopes of tracking him down.

On Thursday, deputies said a tip led them to Joseph Coggin, 28, of Vancouver. He was booked in the Clark County Jail on indecent exposure charges. Coggin has since been released from jail. He was arrested in August for indecent exposure and is set to go to trial in January in that case. He will be arraigned on the latest charges Thursday morning.
