Georgia woman charged with multiple counts of animal cruelty

MADISON, CT (WFSB) -

A woman from Georgia was arrested in connection with "running an illegal pet adoption operation" in Connecticut.

Authorities received reports of possible animal abuse about the animal rescue business known as Nick of Time, which was run by 64-year-old Donna Lee Carswell of Grovetown, GA.

Officials with the Connecticut Department of Agriculture's animal control along with Madison police officers set up a meeting with Carswell to purchase a dog in a commuter parking lot in town.

Authorities seized 10 cats and two dogs that were being "transported in dirty enclosures covered with feces and urine."

All of the animals were taken to local veterinarians, however, two cats were euthanized, officials said.

Carswell was charged with 12 counts of cruelty to animals and failing to have official interstate animal health certificates as well as one count of failure to register as an animal importer, failure to notify the Department of Agriculture of an animal adoption event, operating a pet shop without a license, and failure to have animals examined by a veterinarian prior to adoption.

"The Department of Agriculture has no tolerance for cruelty to animals or importation of sick animals into Connecticut," said Commissioner Steven K. Reviczky in a statement Monday. "We take these issues very seriously and will continue to pursue prosecution of offenders under state law. It is our goal to eradicate the needless suffering of innocent pets, as well as the severe emotional and financial hardship their new families inevitably face after unknowingly adopting seriously ill animals."
