GARDEN CITY, SC (WMBF) - Cindy and Jack Foster of Garden City told police they paid 39-year-old Jason Bower $3,000 to build a sea wall on their land to protect their property from flooding but that Bower never returned to do the work.
Bower is currently wanted by the Horry County Sheriff's Office for breach of trust.
"We're both retired and we just feel we were taken advantage of," says Jack Foster.
That's how the couple feels today as they look out onto their property. There are stakes still in the ground where the 18 inch, 110 foot long sea wall is supposed to be.
"We were just looking for a little more protection form the high tide because this yard does flood," says Cindy Foster.
The couple says they thoroughly checked out Foster's certificates of course completions from the Army Corps of Engineers and Pile Driving Contractors Association, among other paperwork, and that it all seemed to be in order. They say he even came highly recommended from area businesses.
The couple signed a contract back in November and says they gave him $3,000 up front to purchase the materials. They say several weeks went by and Bower never came back so they filed a police report.
WMBF News tried to contact Bower by phone to get his side of the story, but the line didn't ring. The line just went dead.
