A convicted felon lifted his shirt to reveal a gun, deputies said, as he asked a person passing by, "What are you looking at?"
Deputies were called out to 47th Avenue Northeast and Silverton Road Northeast near Salem at 2 p.m. on Sunday.
The victim was able to give investigators an exact description of Jose Brown-Ceballos, 24.
Deputies said Brown-Ceballos has a past history of burglaries.
He was arrested without incident near the area of the original call and found to be in possession of a loaded .380 caliber handgun.
Deputies said he told them, "I've got problems" at the time of his arrest.
Brown-Ceballos was booked in the Marion County Jail on charges of menacing, unlawful use of a weapon and being a felon in possession of a firearm. He also had warrants on charges of assault, menacing and harassment.
