PORTLAND, OR (KPTV) -

A man was arrested after he climbed the Hawthorne Bridge and refused to come down.

Police were forced to shut down the bridge Sunday night after William Mscichowski climbed the East tower of the bridge.

When officers arrived, they say Mscichowski was verbally hostile, visibly intoxicated and refusing to come down.

Mscichowski also claimed to be carrying an envelope containing the toxic substance ricin.

The Enhanced Crisis Intervention Team was called in and after about 20 minutes Mscichowski agreed to come down on his own.

When he came down, police arrested him without incident.

The envelope he claimed was filled with ricin, was found to be empty and posed no danger.

He was booked in the Multnomah County Jail on disorderly conduct charges.
