TOLEDO, OR (KPTV) -

Two people were killed and a third was injured after the plane they were in crashed in Toledo on Saturday afternoon.

The Toledo Police Department says the plane crashed into the Georgia Pacific Paper Mill property at about 4:20 p.m. Saturday.

Police have identified the pilot as Douglas Nebert, 51, of Newport, OR. Also in the plane was Zoey Wahl, 4, and April Gleason, 34, both of Seattle. Gleason is Zoey's mother and Nebert's step-daughter.

Officials say Nebert and Zoey were killed in the crash. Gleason survived and was taken by Life Flight to Good Samaritan Hospital in Corvallis.

Officials say the plane took off from the Newport Airport and was traveling east towards Toledo when it lost altitude and crashed into the parking lot of the mill.

The plane left Newport airport at 4 p.m. and was traveling to Seattle when it crashed.

A witness described the plane flying low and then started to make a turn when the nose of the plane started to drop and head straight to the ground.

The National Transportation Safety Board and the Federal Aviation Administration continue to investigate.

Along with Toledo police, the Toledo Fire Department and the Lincoln County Sheriff's Office responded to the crash.
