RICHMOND, VA (WWBT) -

The Office of the Chief Medical Examiner says that a two-year-old boy who died Wednesday was killed by blunt force trauma to the abdomen, and the manner of death is homicide.

Richmond police arrested Kevin Webb, 43, in the death of his girlfriend's two-year-old son, O'ustin Spratley, Wednesday afternoon. Webb has been charged with felony child abuse and malicious wounding. Police say the child and his mother lived with Webb, in the Morningside Apartments off Oakhurst Lane, in South Richmond. The toddler's family is struggling to cope with his devastating loss.

Relatives made their way in and out of the apartment, Thursday. Police say emergency responders were called to the home early Wednesday evening and was taken to the hospital with "medical issues."

"There were visible bruises on the child and a broken rib on arrival at the hospital," said prosecutor Mary Langer.

The little boy died shortly after in the hospital. Spratley's family is left to grasp the harsh reality.

"We're just taking it a day at a time," said Jimmie Smith, Spratley's adult cousin.

Neighbors describe police cars lining the parking lot. Webb was arrested and charged with malicious wounding and child abuse, causing serious injury. He remains behind bars without bail. Police say more charges are pending.

Smith says Spratley's mother wasn't home during the alleged incident, and the entire family is in disbelief.

"Stuff like this is just shocking. It's a little kid… It's O'ustin."

Smith would often babysit Spratley, describing him as a playful, quiet child. "That was my little mac, right there. I taught him how to play a little football. I gave him a couple of toys, played hide-and-go-seek through the house…It's just all in God's hands... We're going to keep it with God."

Court records reveal Webb's criminal record, with past charges of domestic assault and false reporting to a police officer.

Spratley's family is asking for privacy and prayers.

"He's in heaven right now," added Smith.

Anyone with information about the incident is asked to call Crime Stoppers at 780-1000.
