OREGON CITY, OR (KPTV) -

A naked man masturbating in plain sight of people on the Willamette River fell into the water and had to be rescued before he was taken into custody, according to police.

Police were called to the scene near the Oregon City-West Linn Bridge on the Oregon City side of the river at 2:17 p.m. Saturday.

Officers located the suspect, identified as 31-year-old Ernest Kirk, sitting on the edge of a cliff bank about 75 feet below.

Officers noted the naked man appeared to be under the influence of a controlled substance, as he continued to masturbate in front of them for several minutes, according to the Oregon City Police Department.

The Clackamas County Sheriff's Office Marine Unit was called out to assist in taking the suspect into custody.

While a sheriff's office boat approached, police said Kirk fell into the river. He was subsequently rescued by officers and deputies.

After he was pulled onto the boat, he was taken to the hospital for a medical evaluation.

Police said he was released from the hospital and found Monday afternoon at Clackamette Park in Oregon City.

Officers arrested him shortly after noon. He was booked in the Clackamas County Jail on charges of public indecency, harassment and a parole violation out of Clackamas County.
