PORTLAND, OR (KPTV) -

A man in the Eugene area was detained in connection to suspicious letters being sent to 24 Oregon counties.

The FBI and Oregon State Police launched a statewide investigation Monday after multiple sheriff's offices received mail described as suspicious, with some containing an unknown substance, according to OSP.

The Association of Oregon Counties reported that 24 of Oregon's 36 counties received a suspicious envelope. They are:  Tillamook, Columbia, Washington, Hood River, Sherman, Wasco, Umatilla, Baker, Grant, Harney, Malheur, Crook, Lane, Jackson, Yamhill, Marion, Clatsop, Coos, Klamath, Linn, Jefferson, Lake, Wheeler and Douglas.

"AOC is deeply concerned that someone would target Oregon county sheriffs with this kind of a threat," an Association of Oregon Counties spokesperson said. "We are grateful for the hard work and dedication of county sheriffs and we are hopeful investigators will be able to resolve this case quickly and the responsible parties are taken to task."

On Tuesday, Oregon State Police reported that a man had been detained for questioning in this case. His name was not immediately released, as he had not yet been arrested.

However, an OSP spokesman said detectives believe he is behind the letters and charges are pending. There was no word on what those charges may be or what the motive was in this case.

The man was released from custody Tuesday night as possible charges were referred to the appropriate district attorneys. Police said they do not believe there is any remaining threat.

The FBI reported that field testing by hazardous materials crews showed no toxic substance on any letter or in any envelope.
