Lincoln City mom accused of giving alcohol to kids as young as 11 years old

A Lincoln City woman is accused of providing alcohol to her 13-year-old son and a group of his friends, the youngest an 11-year-old girl.

According to a probable cause affidavit, a woman called to report her 11-year-old daughter had been sexually assaulted by a boy while spending the night at the home of Shannon Hogan, 34, in April.

Investigators interviewed the girl, who said she paid for the alcohol that Hogan went to the store and purchased for the children, according to court documents.  

Court documents state two other kids who were drinking at the home, a 15-year-old and a 12-year-old, corroborated the girl's story to detectives and said Hogan was intoxicated with them.

The investigation also revealed that some of the children openly smoked marijuana while Hogan was in the same room, according to a probable cause affidavit.

The affidavit states an investigating officer obtained surveillance from a store's security camera that showed Hogan purchasing "cans of alcohol" that were consistent with the type of alcohol the children said they drank at her home.

In all, court documents state Hogan provided alcohol to five children unrelated to her, as well as her 13-year-old son.

She was arrested last week and arraigned in court on the charge of second-degree child neglect and multiple counts of furnishing alcohol to a person under 21 years of age.
