Cab driver pins down man who refused to pay fare until police arrive

Police said a drunk man wouldn't pay his cab fare then tried attacking the cab driver. But the driver didn't let him get away with it.

FOX 12 spoke with the driver who said the suspect first got mad about the music playing in the cab and soon began fighting him while he was still driving.

The cab driver, Robert Papen, said he picked up Jesus Raigoza-Pech from a Hillsboro bar.

Papen said Raigoza-Pech got upset about the radio station, so he just turned the radio off hoping to calm the man down, but the driver said the man grabbed him while he was driving and began attacking him. So Papen fought back.

Papen was able to get him out of the van, pin him down on the sidewalk on SE Baseline Road and call police for help. He held them man there until police arrived and took Raigoza-Pech into custody.

Police think the suspect was drunk.

Papen said he didn't care about getting the cab fare, he just wanted the man out of his cab.

"So when he attacked me, I had to defend myself and there wasn't much thought process. I'm here to do a job, keep people safe, keep tragedies from happening on the road as much as possible and stay safe at the same time," said Papen.

Raigoza-Pech was taken to the Washington County Jail but has since been released. He is now facing assault and harassment charges.
