Oregon Gov. Brown fires top DHS administrator, orders review of foster care program

SALEM, OR (KPTV) -

Governor Kate Brown on Wednesday dismissed the top administrator of the Oregon Department of Human Services and ordered an independent investigation on the Oregon foster care provider Give Us This Day.

The order came after officials received reports of sub-par living conditions for kids, insufficient funds for groceries and clothing, late paychecks and misspending of thousands of dollars.  

Gov. Brown took action and relieved DHS top administrator Jerry Waybrant, saying she was not happy with the way the department was overseeing the foster care program.

She released a statement saying, “I have serious concerns about information brought to light regarding foster care provider Give Us This Day. When it comes to ensuring the safety of children in the state’s care, we must be uncompromising.”

Former employee of Give US This Day and whistle blower Rachel Rosas said in an interview last month that she and other employees routinely had to go to food banks and churches to find food to feed themselves and their foster kids.

She added that her paychecks were often late and that many employees still have money owed to them.   

The state justice department signed an agreement with Give Us This Day owner Mary Holden last month, saying that she will dissolve the program and her insurance company with give $500,000 back to the state.
