Traffic diverters set to be installed on Clinton Street in SE Portland

The Portland Bureau of Transportation has set a timeline to install two traffic diverters on Southeast Clinton Street.

Weather permitting, the diverters will be installed at Southeast 17th and 32nd Avenue during the first week of January 2016.

The Portland Bureau of Transportation will conduct an education and awareness campaign about the project starting in December.

PBOT reported this plan came together after two open houses with around 300 total participants, as well as more than 700 submitted comments.

The Clinton Neighborhood Greenway Enhancement Project focuses on reducing auto traffic volumes and speeds to comply with the performance guidelines recently established for neighborhood greenways in the Neighborhood Greenway Assessment Report.

This report was unanimously accepted by the Portland City Council in the summer.

The evaluation determined that some older roads are no longer providing conditions that allow for safe bicycle use.

On Clinton Street, traffic volumes exceed the acceptable use limit of 2,000 cars per day by 200 to as many as 1,000 cars.

Much of the traffic is believed to be "non-local, cut-through traffic" that should be using Division Street or Powell Boulevard instead, according to PBOT.

The diverters will be installed as part of a six-month trial period to assess their effect on improving conditions for people who walk and bike on Southeast Clinton Street and decreasing the traffic on the street.

A citizen’s advisory committee will assist in the evaluation of the trial period and also recommend if modifications are needed for the project’s second phase.

In addition to the diverters, PBOT will be changing 34th Avenue to a one-way northbound street, with a contraflow southbound bike lane, as the weather permits striping work.
