Committee recommends lifetime ban for ex-Cornelius chief

SALEM, OR (AP) -

A committee within the Department of Public Safety Standards and Training recommends former Cornelius Police Chief Paul Rubenstein be permanently stripped of his law enforcement certification.

A committee report says Rubenstein used his patrol car while on the clock to visit poker clubs and gamble. It also says the department was unorganized and several officers hired by Rubenstein had disciplinary problems.

Rubenstein retired in 2013 amid multiple investigations and the Cornelius department is now defunct. Rubenstein previously denied the allegations and was never criminally charged.

The Statesman Journal reports that Police Policy Committee reviews allegations of officer misconduct and can recommend discipline to the Police Policy Board. The board will decide in January whether Rubenstein's certification should be revoked.

Cornelius now contracts with Washington County for police coverage.
